The idea that "Bigger is Better" is a fallacy and a huge mistake.
Putting your all eggs in one basket (pipe) is asking for it.
Spreading your risk would be wiser.
That is a break on 4 pipes 25%) or in 5 pipes (20%).
Not only do you spread out your risk. But repairs are much more manageable.
Also creating projects for greening the desert, like swales on contour, etc. will help in lowering temperatures and reclaiming the desert.

Aside from the politics, the biggest worry to me is the way those huge sprinkler systems spray fine droplets of water into the air above the crops. Evaporation before any water reaches the ground is so wasteful. Laser guided grading of the fields and slow flood irrigation has been proven in Australia to use far less water with excellent results. A drop of about 15cm per 100 metres ensures the water flows, but very slowly, and the runoff at the lowest point is collected and stored for reuse. Evaporation is still fairly high until the plants are big enough to shade the soil, and then water loss is mostly plant transpiration.
